Same here, error code 0xC1900101 as mentioned in the build notes' known issues/general.
I tried to update using the ISO from Microsoft.
Not in the mood to try again, will stay with the roll-backed 26040.

Have you had a hardware change when this behaviour started? Perhaps there are still remnants of some old drivers or system files?
edit: I would try a clean install from a previous build, and then update to the latest. See if it makes a difference.
Had to use .iso to install because of the pending reboot loop. Everything went well, except that now I have to turn on HDR, otherwise my monitor is dim. I do have a 4K HDR monitor but I don't want to have to use the HDR option because it's not bright enough. And I never had to, before this...
It's fine on my system. Tooltips take around 1 -2 seconds to appear. Maybe it's because I do have a lot going on. CPU is almost constant at 43%. I'm a browser tab hoarder. Not all are active but at least 6 are busy, with my crypto-trading charts etc. That might explain my delayed tooltips.

Fom my experience it's usually a driver causing problems. Have a look at the error code on the GSOD and google it.
I would also try an in-place install from a mounted .iso but not before checking the current win11 with DISM and SFC.
Or wait for the next release.
