When I try to change the user account picture, I get this error: Error Code: 0x80070520

But if I go back to the user accounts the picture would've actually changed. What's going on here?

So after you mentioned this, that made me relaunch HiBit Uninstaller and look carefully at the apps one by one, it is called Mobile Devices that's why I didn't find it before when I used the search in HiBit Uninstaller as I typed Cross Device. Thanks

nothing worked, it turned out to be the MSI image on his laptop was corrupted somehow as it was an upgrade from Windows 10 to 11 not a clean Windows 11 image. Formatted his laptop and all working perfectly now. Thanks everyone for your help.
No that error message is saying that the main user is logged on but he is trying to logon the 2nd user account he has by doing CTRL + ALT + DEL then choosing switch user, when he does that, he can see the other user which is a Microsoft Account, when he clicks on it, he gets that error message.
I have this on all dell laptops including Alienware. Simply uninstall Dell SupportAssist and run any startup management program such as Autoruns, then look for anything related to DellTechHub.exe and uncheck them then reboot and no more latency issues
So I have these 2 tweaks and I just realized that they serve the same purpose so I opened them in Notepad to see the contents and am not sure which one do I need or shall I just merge them both? This is for Windows 11.

just as I expected, I had the same issue when I installed the Phison NVMe Driver for my previous Sabrent Rocket SSD. Any non-native Windows driver seems to trigger this bug. Also, not sure if it matters to you but when using a third-party driver, you lose DirectStorage so I would uninstall that...
