Yes however you can reinstall your apps and install them into your user folder, and they should migrate. It is definitely better than not being able to keep anything.

Wrong, both the 10 1507/11 AND 21H2 setups are different, had you used the 1511 setup, it would have worked.

No. If Windows 7 is not activated, you would need to enter a Windows 10 product key.

I found a way. Just upgrade using the Windows 10 1507/1511 setup and the Windows 11 install.wim.
