    It appears that you are describing PowerToys functionality. If so, you can open PowerToys settings and disable these modules. ALT+SPACE is "PowerToys Run". Double click of CTRL key is "Find My Mouse". Alternatively, you can assign different keyboard shortcuts for these modules.

    It appears that they've made some changes in one of the recent Edge updates. If the address bar contains an URL with an #id, simply hitting Enter for the same URL in the address bar now causes Edge to re-postion the page to that id.
