This worked, I changed it to the open DNS and surfshark site worked. Thank you. Just wondering why changing it sorted the issue?

It's just windows defender & windows firewall. He can't get into surfshark to install the VPN. There is also a windows 10 Lenovo M700 connected to the same TV, it gets onto all the sites so I think it means the ISP hasn't blocked anything.
