I followed your steps today and this resolved the windows resizing problem. Thanks much for sharing. This looks like a simple fix for Microsoft and wonder why it is taking so long.

I've tried many suggestions to resolve and nothing has worked. My workaround is simple and resolves window shrinking... before your monitor goes to sleep, or you turn it off, change to another Desktop. Example, I run everything on Desktop 1 and before I turn off my monitor I change to Desktop...
