I would guess that the dialog box garbage comes from some dll that has not been updated correctly. Is it a language specific problem, like with English UK, that I use?

It doesn't seem to matter, on this machine, I am not in the insider program in any channel, yet I still get the CUs. I downloaded 10.0.22000.51 via UUPDUMP, and have had all the CUs offered so far: here's my (lack of) Insider settings for my unsupported hardware:
