I was at the Redmond campus a few weeks ago and there was talk of starting to enforce Win 11 24H2 requirements by having WU check TPM/CPU before letting updates install...
A couple of things I can think of.
Turn off Edge running in the background.
Edge > Setting > System and performance > System
Turn off Widgets in Setting > Personalization > Taskbar or disable it with group policy (why mine looks greyed out).
You want to look at the speed and duplex setting not EEE.
EEE stands for Energy Efficient Ethernet.
What is port speed of the router or modem connected to the switch?

So are you saying it is disabled in the bios?
Default setting is enabled.
If enabled it will automatically download and install.
In the bios go to Tool > ASUS Armoury Crate > Download & Install ARMOURY CRATE app
Set it to disabled.
I have changed from B350, B450, B550 then X670 boards without reinstall.
All I do is remove everything in device manager then shut down and change the board.
