Sorry Jimbo, but Fedora, in my opinion, is a pretty poor example of a positive Linux alternative to those wanting to avoid regular Windows version upgrades. Fedora's complete Version Upgrades at roughly 6-monthly intervals; plus regular in version updates that make Windows 'Patch Tuesday'...
The 24H2 upgrade has little, if any, connection with download speeds and, as the cumulative updates actually grow in size every month, it would be naive to expect the download/setup part of the process to get faster if user connectivity with the update servers remains the same.
