Yes. The changes were applied.
I’ve restarted the computer multiple times as well.
Never had this issue with 23H2.

Yes. The registry modification that completely disables this annoying pop up unfortunately doesn’t work anymore.
Of course unblocking the file from properties will skip the warning but it’s a process that has to be done manually every single time for every file.
Hopefully there is another way...
Ok i found it. This is how you disable it for All Users.

The settings are:
-Check apps and files
-SmartScreen for Edge
-Phishing Protection
-Potentially unwanted app blocking
-SmartScreen for Store
and i want the settings to apply to all users
I installed the exact same .ISO of Windows 11 on a VM and on real hardware.
Windows 11 installed on real hardware with tweaks is around 23GB
The tweaks i ran:
1) Debloat
2) Clean and Disable System Restore
3) Disable Reserved Storage
4) Clean WinSxS using /ResetBase
5) Enabling Compact OS...
