Try going into Edge Settings>Sidebar>App and Notifications>App Specific Settings>Co-Pilot, then turn off all options including Co-Pilot, restart Edge. After restarting Edge, close Edge and check Task Manager to see if this has worked. It solved my problems with Edge always running when closed.

I first observed the problem on morning of January 10th BEFORE the update to 22621.1105. Since then, every re-boot triggers the error. No fix found as of yet.

I have the Beta installed on a Lenovo Yoga 710, but I presume, because the processor is not on the approved list, I cannot download the Beta ISO.

That's what allowed me to install Windows 11 on Dell XPS 8700 that has no TPM. Other than a few Windows 11 bugs, runs the same as Windows 10.
