Well, I for one do not want the desktop OS to be anywhere close to phone OSs. I'm not at all sure that the phone OSs are safer - may be they are as long as the system is locked by the manufacturer, but once you "jailbreak" or "root" your phone, it becomes as secure as any other linux machine...
You can add a "Standard User" and they will be restricted in which folders they can access without entering administrator passwords. In order to restrict them from using programs, you will have to reinstall said programs "for yourself only" as opposed to "for everyone using this PC".
