After install of windows always 2 keyboards layouts

windows 10, windows 11 Linucx mint 21
When i do a clean installation of windows 11 and also of windows 10. Make a user than get the user 2 keyboard layouts for example Belgium and USA. Ore Belgium and Netherlands layouts.
How can I make that when i make de first user only the Belgium keybord layout is made and no other.

You can just remove the language you do not want...

    Still assembled, still runs. Haven't turned it on for 13 years?
It's keyboard layout.

Time & language > Language & region > Options > Keyboards > Installed keyboards.

Add a keyboard, or 3 dots > Remove, to suit.

If you want 2 then you can have a system tray selection.
I presume this is for each user.

In my case I have not a second language.
I installed the US International layout or the Netherlands layout
Belgim flemishn en Netherland have the same language
But in Belgium we have a azerty layout an in Netherland a querty layout
