Any apps that can force DSR on a game that will not allow it?

My native monitor resolution is 1080p and I have DSR enabled from the NVIDIA control panel (1.78x 2.25x 4.00x) all the games that I've set to run in 2K or 4K DSR run just fine but only for one game, Mafia 2 Definitive Edition, even the original version of this game (Mafia 2 Classic) runs just fine with 2K or 4K, setting the resolution anything higher than 1080p in the menu saves fine but as soon as I exit the game it's back to 1080p, tried adding -h [] -w [] or just -h -w in the game's Steam launch options, tried adding the resolution to the config file manually but it would reset back to 1080p, tried that again but this time by making the config "read only" and the resolution inside the config didn't reset but the game still ran in 1080p like the resolution in the config didn't exist and tried running it in borderless, the game keeps resetting back to 1080p.

Have try changing the game resolution from Game own settings menu?
