I am network disabled, I never understand anything about anything related to networking.
Is there any reason that a Intel® I217V, Gigabit LAN Controller couldn’t handle 1000Mbps internet speeds?
And as a side note; Why would my ISP start umm-ing and arr-ing when I say CAT5E? Cat 5E is made for 1000Mbps is it not?

Scrap the top question, I ran another test running a 100meter cable from the office to the router and achieved 900Mbps, so it isn’t the motherboard
Originally, I thought the reason for my networking speed issue was because my 10/100 TP-Link switch was only built for 100Mbps… which is obviously an issue, 1000 through 100 gateway isn’t going to work.
So today I bought a TP-Link 16-Port Gigabit Easy Smart Switch Model number:TL-SG1016DE, I am assuming all ports are capable of 1000?
It didn’t make a difference. Something between my networking box/station and the office is slowing the speeds to 100Mbps, is it the new TP-Link? It can’t be the cables because they’re CAT 5E, as was the 100meter cable I just achieved 900Mbps from.

Hmm, thanks. That isn’t a great advertisement for Cat 5E.
However, the connection of the computer straight to the router using Cat 5E and getting 900Mbps kind of rules out almost everything. I’ve been running tests, I’ll post them soon. Unless the cables are bad, it has been 14 years. Replacing them would cost me a hugh amount of money.
Other than that, all I can think is the data guy and I ran Cat 5A thorough the house not 5E but that wouldn't make sense, I can’t remember. Will have to get in the roof. Thanks for that link, @iko22
