Can not safely disconnect external hard drive

I cannot safely disconnect from external hard drive only way is to restart laptop during restart I pull the cable I know this is not a good thing to do but it works. I am using backup and restore threw control panel to do backup. I have gone to Samsung they checked my T7 is running like is designed and firmware is up to date. They say it's a Microsoft issue. When I try to disconnect, I am told a software is still running. Backup and restore is closed plus I waited five minutes. Task manger there isn't anything is labeled backup running. As far as I can see there isn't a troubleshoot for backup and restore
What else can I do to stop this problem I have posted to feedback hoping for an update for backup and restore or file explorer

You can use Process Explorer to find out which process have open handle on the hard drive.

From the Menu, click on Find > File Handle or DLL..., or Ctrl+F. Type in the drive letter: you are looking for, then click the Search button. If matching results are found, you will see the Process holding it open, the Process ID, and the file's location

good to have on your context menu, for this instance or when deleting files "in use"

also - you can use portable tray app "HotSwap" (i only use this link to it because he supplied pictures on how to use it - very simple to do)
