I have a couple of shared folders on another PC on the LAN:

When I double-click on either share, I get this:

“Windows cannot access…”.

When connecting to \\Talentestimator\ originally, I used the credentials set up on that remote PC to make the share. I am stumped.

Try changing share permissions on the folders from the system where they reside. Use this tutorial, option 2 and give access to EVERYONE.
Thanks very much for that tip, @glasskuter ! That is what I ended up doing. Is this because the serving PC is on Windows Home and not Pro?

I had operated under the assumption that sharing permissions were analogous to ACL on my Mac. Maybe it requires Pro, though. If not, I have to wonder, why setting up shares in Windows is that broken. I should not have to give access to Everyone, if I access the share with a specific user ID and password. What gives?

I can not give a direct answer to that question. Sharing in Windows has never worked 100% of the time for everyone. It can have all kinds of weird issues pop up that all have different solutions.
For me, I have found the 2 suggestions I gave you to work on all my devices. I can even share my windows files thru the files app on my ipad, yet I have 2 windows devices I have to share using the ip address. Not much rhyme or reason to it. I just do whatever makes it work.

Sharing in Windows has never worked 100% of the time for everyone.
Apple has all sorts of issues with file sharing, as well. It has gotten worse in more recent years. I think, the assumption is that no one really shares files over a LAN, anymore, now that there is SharePoint, OneDrive, and—with macOS—the iCloud Drive.

What is the link for Microsoft’s bug-reporting web page?

Setting up sharing for access by nominated users is uncommon.
It was discussed a couple of years ago in TenForums and a solution was proposed

post #67 addn info for angelotti soln [specific users] - TenForums

You need to use the Feedback app. You should be able to run it from your Start menu.
