Solved Can't access (local) Users and Groups in Computer Management

I can't seem to access (Local) Users and Groups in the Computer Management panel. It just doesn't seem to show up anywhere in the Computer Management Panel as all the webpages and other resources I can find indicate it should. See the picture from my computer of the Computer Management panel from my screen below -- the panel is open and "System Tools" is expanded, but there is no sign of Users and Groups. This should be a simple thing, so I assume I must be doing something profoundly stupid, any thoughts?

Windows Home doesn't have access to that. Unfortunately.

Thanks I'll look into those tools. Those look useful (... but why aren't their functionality standard?)

it is in pro and above. you can do all the same tasks via commands (powershell or cmd)
