No, it's for all options including closing the lid. The Save changes button is initially greyed out but will become active as soon as you change anything.That's only for changing the options that are grayed out.

Let's see an image of the Do nothing setting with the Save Changes option at the bottom, greyed out. Then tell us it still doesn't work.
It's easy to miss seeing it, I've done so before. It's so far down at the bottom, especially when full screen on a 3072x1920 display like the one in your screenshots, that you'd only see it if you knew to look for it.I actually probably did look for it and just couldn't see it...
