i was able to uninstall the speech packs from the installed apps, but the speech packs i uninstalled still appear under the installed voice packages

my issue isn't with the voice access language list, but the installed voice packages as seen in the screenshot below:

Ah, that would be voice packages for Speech instead of a speech pack for Voice Access.
It may be possible they could be included as part of a installed language option (ex: language pack) preventing their removal. Removing the language should also remove its voice package.
