Change Recovery Environment Language without fresh installing

Hello, I have Windows 11 ARM installed. I have a laptop only sold in Japan so the recovery is all in Japanese. Is there a way to change the language in recovery to English without completely re-installing Windows. I have looked at some ways to make an install disk for Windows on Arm but none of them look very easy and AFAIK Microsoft doesn't provide iso files or usb creation tools for ARM.

Thank you for the reply FreeBooter. I have used Rufus in the past but that was for x64 Windows. The download option in Rufus only seems to let me get the x64 version of Windows. Is there a safe place I can get the ARM version of Windows that can be used with Rufus?

@garlin, thank you for the links. I managed to make an ISO of .2048. I will need a little (free) time to follow that walk through but I will give it a try.
