Com ports and Code 45 problem

I have two comports, com3 & com4 but they are grayed out. When I click on them a message says they are not connected to the network and with a Code 45 error. How do I "reconnect" them to the network? I have restarted the laptop many times with no help.
I am running Windows 11.

I got on that laptop yesterday and Com 3 decided to come home. So I'm back up and running. i will be keeping your reply in case this happens again.
