I've tested this on two Windows 11 computers with the same result.

If I go to Control Panel > Devices and Printers, it opens Bluetooth & Devices and File Explorer at the Documents folder.

Does anyone else have this happen?

Yeah... it's been that way for a looooong time. Over a year if memory serves... maybe even a bit longer.
At the top on that page, just click "Devices", and scroll all the way down and click on: "More devices and printer settings", to get the old Control Panel view...

Also. This could just be a coincidence, but after I did that, I noticed that my default desktop User's Files icon changed to the following, and I am unable to customise it anymore via Personalise > Themes > Desktop Icon Settings.

Yes, but it doesn't happen in quite the way you describe.

First, if Settings is already open (at any page) it doesn't happen.

Second, it's not actually opening a new instance of File Explorer. When you open Control Panel it's actually an Explorer window you're seeing, what is happening that this already existing instance of Explorer has switched to display the Documents folder.

You can confirm this in two ways, first look at the top of Explorer, it's the old style Explorer you're seeing, the one with a Ribbon and no tabs. Second, just click the Back arrow at the top left.....

When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. I've since done a reboot, and it was still doing the same thing. But I've just tried it again, and I had to try a few times to reproduce it.

Yes, but it's still a bug. What should happen is the Explorer window stays at Control Panel when it opens Setting at the 'devices' page.

Using Control Panel as a starting point to get to the old Explorer is Option One in this tutorial, that's what gave me the clue.

It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.

I guess it's just a bug as Microsoft are gradually transitioning from Control Panel to Settings.

I think the bug was introduced with the change to the new version of File Explorer. I've just run up a VM of Windows 11 21H2 (build 22000) that still had the old File Explorer. Clicking System in Control Panel opens Settings there too, but the Explorer window stay firmly fixed on Control Panel.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022.
