Controlled Folder Access Issues and questions

So suddenly I start getting a prompt that HR Block Tax software cannot write to my document directory. Normally, this is because the software is not in the safe access list. What I woud do is to to the blocked access list and then use that to add the software to the allow application list. The problem is that even though Windows prompt me that hrblock exe is blocked, there is nothing in the protection history and why does it fail all of a sudden?

To get around the issue, I could just turn off "Controlled Folder Access" or add HR Block to the allow list, but why is my protection history blank?

Can't seemd to delete the defender files due to permission issues (I am logged in as admin) or reset. I think some of these instructinons are outdated because the controls have changed. Will try to reset windows defender. The same issue doesn't appear fort he second windows 11 computer.

One issue I've had with 2 new Notebooks that came with Win11 Home was the drives automatically had Bitlocker installed during the initial setup and active, did not ask or give a key. I ended up removing it. Also, they both required setting up a Microsoft Account, one is for a grandson so I removed the encryption.
