cpu usage issue

i have gigabyte control panel reporting 5 to 15 cpu usage in task manager . system internals proc explorer showing 0.33 usage cpu which one is right?

I guess depending on how you look at it they are both right. Windows Task Manager uses the total CPU utility which is the average utility of the entire CPU package. I find their values kind of odd as it can and will go above 100% CPU usage but is capped in Task manager at 100%. However if you use a third party measurement app like HWinfo my PC will show CPU usage at 160% using the Windows Task Manger measurements which just strikes me as odd so I prefer the older total CPU usage measurements that stop at an actual 100%.
