A new way to create local account in Windows 11 v24H2 is in the video. Please visit the link.

Thanking Chris Waite,
1. Run Windows 11 setup by bootable media. After installation process is completed, the pc restarts and after selecting country, language, keyboard, screen shows to select second keyboard. Move mouse pointer just above keyboard picture on left side and click left button of mouse once. Then press Ctrl+Shift+J together and release. Repeat press and release 3 times or 5 times to bring prompt > on upper left corner. The screen becomes dark at this stage.
2. Now type the command in front of of prompt >
WinJS.Application.restart("ms-cxh://LOCALONLY")
3. This command brings local user create box on right side. To change dark mode to light mode press Esc or click mouse once.
4. Fill up the user name and password (optional for user).
5. Creates the local account . Turn on internet to activate Windows 11 . (Switch to Microsoft account if needed.)
