creating new local users - why are subfolders empty?

I have tried to RTFM, in this case, searchn the relevant tutorials, but no luck.

I am creating two local account users on a new Win 11 system, since the Windows account owner is neither of these users. What I found that that the user folder for each new user was empty. I had to cut-and-paste the subfolder structions from the Windows account owner user folder. Further I had to manually create an APPData folder manually, and then cut-and-past the Local, Local Roaming, and Roaming folder. These seems wrong and error-prone.

What should I have done? Do I need to go back and rework those two local user accounts?

Why are you creating new user accounts from outside of System Settings?

If you're trying to do this by hand, there's a lot of normal user provisioning steps that exist besides simply making new folders. Like all the AppData and other registry entries that are normally created by Windows. You first create the new users, and logon for the first time. All the AppData folders will be populated.

are you trying to create a custom ISO? if it is post-install, just create them normally... whether through Settings, Command Prompt or Computer Management, then log into them once and it will create all files/directories necessary to function properly.

Users will have empty folders that are created by Default when creating the Users. Each User will have the same by Default. If noticing Default mentioned, that is the way Windows is set up for all new computers and Users.

Under the main user you create the new user but the profile isn't created.
On the first time someone logs in as the new user, the profile is created.
