I still can't delete the Xbox files, even as administrator - has anyone been successful in doing this?

use powershell, or revo if you need a gui. i'd screencap all the xbox garbage at the bottom (alphabetical), but i removed it all a long time ago:

I can confirm that Revo Uninstaller works well for uninstalling Xbox apps.
I had the dreaded Xbox Game Bar Plugin update loop. I just uninstalled it using Revo Uninstaller.
