My Dell laptop (Windows 11 Professional (x64) Version 22H2 (build 22621.1702)) is out of warranty and SupportAssist won't even allow running detailed diagnostics. Camera does not seem to be working. Boot time advanced tests do not show any issues.
What tools can I use to be certain that it is a hardware problem so I can take it to a repair shop?

Hi and welcome to the forum. See if any of Microsoft's suggestions help. Camera doesn't work in Windows - Microsoft Support
Thank you. I've tried that but when it asked after it "Tried resetting your camera" Did this solve your problem? I checked in Device Manager and I don't see a camera under Imaging Devices. It only lists HP45CC48 (HP Officejet Pro 8620). So I clicked on No. Then it asked if the camera is built-in and I checked Yes, it responded by:
"I couldn't detect your camera. Some laptops and other devices have a physical switch or button to turn the camera on or off. When the switch is off, Windows doesn't register the camera."
I don't see any physical switch or button to turn the camera on or off.
I went back to the Device Manager and clicked on Turn On Hidden Devices under View, I see a HD Pro WebCam C920 but it is greyed out. Its Properties indicate that "Currently, this hardware device is not connected to the computer. (Code 45)"
Does this mean that my camera is broken?

Some, but not all, bios have a setting for enabling the camera. Check that.

If the camera at one time worked and has since stopped working, and device manager no longer recognizes it, IMO it's a good indication that there is a hardware problem. The camera may have gone bad, it's connection become loose, its cable damaged, or something affecting it's connection path on the the mobo (rare but possible).
