Can I access this folder from my desktop want desktop folder for ease of access would like desktop folder on my desktop?

You can copy any normal folder to your desktop. Just right click, drag, copy.

Or right-click a folder and choose Send to, Desktop (create shortcut), can either drop a file on the icon to save or double-click to open the folder.

Can it be assumed that is saving from a Web site/page? If so there's a setting in most browsers as to where to save, either change that or set it to Prompt as to where to save.

In the Save As dialog just navigate to where you want to go and click OK

The folder you highlighted seems to be a cloud storage folder.

Any folder can be named desktop. It is not necessarily the Desktop. Don't get confused.
