How did you uninstall it? Sounds like a perfunctory uninstall with tabs to the program still left behind, if it's still updating??

Use RevoUninstaller to remove it and after the basic uninstall, while still running Revo, make sure you use the Revo advanced option to remove all leftover files/folders/registry entries (Note you may have to re-install it before running Revo)

Welcome to the forum. As far as I know one can not set an individual app so that it will not update. I think the only way you could keep that app from automatically updating is to turn off updates for all Windows Store apps. If someone else knows better they will step in.

Home or Pro - Open the Windows store, click on your avatar in top right, select settings, toggle off "app updates"

Or if you run Pro you can do it in group poicy.
  1. Open Group Policy Editor:
    • Press Win + R, type gpedit.msc, and press Enter.
    • Go to Computer Configuration > Administrative Templates > Windows Components > Store.
    • Double-click on Turn off Automatic Download and Install of updates.
    • Set it to Enabled to disable automatic updates.

Unfortunately Phone Link is a system component so turning off App Updates in Microsoft Store won't have any effect to stop it updating. Phone Link is controlled via Windows Update.
I've just reinstalled Phone Link to test a program called Simplewall. It configures network activity and is only a small lightweight program. I also run it with Defender's firewall running.

There's also some tutorials on YT if needed. Definitely worth a look.

Phone Link unticked and listed under "Apps without internet access".
