Disable Window Auto Focus When Downloading Multiple Files

So I have scoured the internet and I am not sure why but when downloading multiple files or having files saved or changed my explorer window always forces the window that I have changing content to the front even if I explicitly put it in the background. Does anyone have a workaround - fix - app - setting - reg key to fix this nuisance?

Note I disabled UAC and am in local true admin account. I would like to remain this way if possible.
