DLL files stopped working and I'm unable to delete folders

Let me preface this by saying that I always had a small issue with my windows 11 os. After starting my pc, it would not load into the motherboard menu and i had to manually restart it. There was a 50% chance of this happening. That changed with the most recent windows update, eliminating that issue. But since then, i noticed that I am unable to start all my modded games that use DLL files and I sometimes can't delete folders.
Regarding applications I get the following message:

I've found nothing online regarding the 0xc0000037 error code.

And im guessing that this plays a factor in my inability to delete folders since the update. I get the following message:

(I also got the "Invalid file handle" error while trying to upload one of these pictures here.)
It's completely random which folders are affected, some i can delete them, other times i get the message, have to go into the folder, delete all contents, then go back and delete it again. If that folder contains several subfolders i'll have to go that deep and delete the contents from the inside out.

Regarding troubeshoots,
I've tried reverting my windows version and my nvidia graphic drivers to previous states, to no success.
I did try and download both VC_redist.x64 and 86 by repairing the existing ones and restarting my system. Also didn't help. I've read on another forum that i should delete all existing microsoft visual c++ files (i have about 14 installed ranging from years 2008 to 22) and reinstall the lates ones after a restart,, but other people have adviced against it, stating it might break my system.
I've looked online for dll fixes with some cmd prompts, but got the following error messages when using two of them:

1. PS C:\Users\capta> sfc /scannow Beginning system scan. This process will take some time. Beginning verification phase of system scan. Verification 13% complete. Windows Resource Protection could not perform the requested operation.
2. PS C:\Users\capta> DISM.exe /online /cleanup-image /restorehealth Deployment Image Servicing and Management tool Version: 10.0.22621.2792 Image Version: 10.0.22631.4890 [==================== 35.2% ] Error: 6 The handle is invalid.

Im guessing this is further proof that something is up with the dll files on my system. Might this even be a hardware issue? What might be wrong with my system? Any help would be greatly appreciated, thank you.

Is the same folder synced to cloud for example OneDrive? If so did you do something with this before this happend?
Handle is invalid, refers to a file handle that the systems get back as a value, but then can't find, so its invalid...

Can you check eventvwr on you system see if you get some wierd errors, and post back here.

The BIOS generally does not automatically load at startup, needs a key press to get into it before the OS loads. Once the computer starts there may be a one-line message on the screen about which key to press to accomplish loading the BIOS on screen so as to make adjustments, once that is done and saved there usually is no need to always enter the BIOS is succeeding boot-ups. The OS reads the BIOS to know what resources are available and how to use them and continues to get fully loaded.

no, none of the files are synced to onedrive, i dont use it. looking at errors in eventvwr show sources from Appreadiness,Application error, .net runtime, Logitech drivers, Sidebyside (an app that i honestly dont know), devicemanager,OneCore_DeviceAssociationService and Service Control Manager. In total, 48 Errors in the last 24h

my bad i didn't mean the menu, i meant that the motherboard symbol wouldnt appear at startup and that the screen would stay black.
That usually is a hardware issue, maybe power supply or connections to the motherboard. Back in the days of AT-style boards the power switch on the case connected directly to the power supply, with the succeeding ATX-style boards the power switch connects to the board, the power supply is connected directly to the board and pressing the On|Off switch wakes everything up. Basically the ATX-style motherboard always has power to it unless the power cord is unplugged.

I've had no power outages, but starting some games ike cyberpunk caused my system to restart. wouldnt happen always, just like 20% of the time

start cmd of powershell as admin.
so i ran chkdsk, pressed Y,restarted my pc and ran the following commands:

C:\Windows\System32> dism.exe /online /cleanup-image /scanhealth

DLL files stil don't load though
and i still cant delete some folder( for this test i just copied the contents of my pic folder into a new one and tried deleting them)

No i uninstalled none of the c++ stuff. And which mod folder are you talking about? if its regarding cyberpunk; yeah it did give me the invalid file error message when trying to delete its directory for a clean install. But i got it resolved by going into the file giving me the error, deleting its contents, going back one folder and deleting it.
Any mod using a script or containing dll files (like redscript,cmd,redtext) gave me the error message with the long code, and i cant start the game. I made the connection with DLL because those mods have DLL files in them and when i tried to run eldenring with my fpsunlock and noviginette mods, i got the error message pictured at the beginning (failed to load viginettereomver,fpsunlock,etc). So, for some reason, they aren't working. thats what ive concluded. And since i didnt't have the folder error pre-update, the issues might correlate
