The issue is that when in Windows setup, or anything else based upon Windows PE, the screen is oriented in portrait mode. This makes navigation with the touchpad difficult since moving up/down will move the pointer left/right, etc.
My solution for Windows setup is to simply use a 100% unattended installation, but I'd still like to resolve this for him so that navigating through things like Macrium Reflect recovery would be much easier.

I also had a look around and came across some of the same questions on both Reddit and the Chuwi forum. Including a post that was made about 6 hours ago that is possibly from you or your friend.
Reads like the unattended installation might be the avenue to take because as you probably already found out, the rotation doesn’t kick in until later in the load sequence. Not sure that a driver would change that.
I’d of thought it would at least be an option in the BIOS

The portrait mode is because your WinPE image doesn't have any tablet sensor drivers to instruct the notebook which way is facing "up". You should finish the install, and extract whatever drivers WU finds for you. Or track down their driver pack.

Garlin, I have their driver pack and I also made sure to create a complete image backup of the notebook and I even exported all drivers.
Among the drivers are 2 different sensor drivers. But even loading those at startup does not help.
NOTE: I know that drivers are loading because the touchpad and touchscreen also do not work in Windows setup unless I load the appropriate drivers. So, the fact that those are working tells me that I am properly loading the drivers.

I booted from their OS reinstallation media and even it loads in the wrong orientation. So, I suspect that it is simply not possible.
I've seen a lot of posts saying that the issue could be the display driver. Since I cannot load a display driver during Windows setup, I'm suspecting that this is a lost cause.

if you have a Chuwi please take a full backup of the drivers.
i have 3 Chuwi laptops and the only way i could get all the drivers was copy them from one of the other laptops.
Chuwi dont seem to have much support or downloads for their drivers.
some monitors have a hardware function (i.e use the monitors menu not the OS) to rotate / re-orientate the video output -- quite useful for example if typing in large amounts of text when your monitor is orientated the same way as a sheet of A4 paper.
There's some software that can do this too -- but the problem with that is you need to be under the control of an OS. At Windows setup or even WinPE there's only a minimal OS in the system so running that type of application is probably impossible.
A possible "get around" might be to run the setup in a Virtual Machine -- depending on your Host OS for running the VM this might be possible.
E.g in fedora : sudo grubby --update-kernel=ALL --args="fbcon=rotate:1 video=efifb"
For those systems running X11 e.g Ubuntu etc use xrandr

Thanks for that. Yeah, I ALWAYS export the drivers on new PCs, but I had also download the official driver set from Chuwi as well and have now verified that their driver set works.
However, I also discovered a new problem: Since there seems to be no way to get the screen out of portrait mode in Win PE or Win RE, Macrium Reflect is impossible to use to restore an image. On the screen where you need to select the destination disk, part of that screen is completely inaccessible. I guess there might be a way to restore an image via command line, but not with the GUI.

I found a post where someone said MultiMonitorTool.exe is portable enough to run in WinPE. You could script it so winpeshl.ini or startcmd.net runs MultiMonitorTool to flip the orientation before moving on to Setup or Macrium's client.

I read that these devices only correct the angle when at locked or login screen. One would think a BIOS would have an entry to change that somehow. Seems primitive.
