I opened the spreadsheet in my copy of Excel 2010 on my Windows laptop and I had the same problem. I then did a virus check on the file, with McAfee anti virus, and it showed no viruses detected but the horizontal scrollbar started working again in Excel 2010.
Could this just be a bug in the free online version of Excel 365? If it is, could this be fixed soon?
