Excel Two Part Question - Viewer interactive Capabilities vs Editor // Embed link to bring up source preview on hover

1. I need a database (Spreadsheet) that keeps a full list of items, with columns as categories (Character, Emotion, Resolution, etc), much like a wikia. I had initially considered Excel options, but Google Sheets seems far more intuitive in allowing a group of people to have editing access. Beyond that, we need to give others restricted access as "viewers". We NEED them to be able to allow them to be able to utilize the filters and column sort options, but not edit them. With Google SHeets this apparently is not an option (Still looking at work arounds) Is there ANY way to do this with Excel? To give full editing permissions to a set of people, but restricted access to everyone else while still preserving filter and sort options?

2. With Excel, When I have a link in a cell, Id Like to have a Link with "Friendly Name" (Insert Function > HYPERLINK), but when one hovers over the cell, it generates a preview of that source image. I am not reffering to embedding images as cells, I mean the over formula would generate the preview based on what it retrieves for the external site.
When I try Formulas like "=HYPERLINK(OnMouseOver("http-address-test.jpg";A1); "http-address-test.jpg") " Excel Gives me an error saying it doesn't recognize the formula. Is this function possible? How?
This is a feature that is available by default in Google Sheets, but this too is left out when shared as Viewer Only.
