It's not in my native language, but even I can see that the Windows Security notification in your first screenshot says it is being blocked, and that the button to the right of 'OK' should, if you trust the app, let you un-block it.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

the second screen capture error is in english... is not enough. Because in the first I unblock, and when I finally launch the app, this message appear...
I don't see anything below 'this message appear...' in your post. But in the mean time I have found and downloaded HiBit Uninstaller Portable from here....
...and have no trouble running it. I haven't got anything I would want to unistall though, so haven't gone that far with testing.

The unistaller I prefer, and that often gets recommended, is Wise Program Uninstaller. It's also available as a Portable App.

Et cessez de poser vos questions avec "Pourquoi?" à la fin, c'est agaçant et inutile.

You are probably attempting to run the program whilst not being connected to OneDrive, or without the files correctly copied.
