how do i change the windows 11 title bars/buttons/start menu and file explore look?

hello, im looking to create my own theme for windows 11. i want to bring the mac os aqua theme to windows 11. i know photo shop is requierd to do this but where are the files located to create your own custom theme for windows 11/10? i know how to do most stuff already. i was thinking of using windows blinds to do it but that only allows you to change so much. i want to go as far as to change the file transferring loading bar to a different design launguage.
