Solved How do you make scrolling active where the cursor physically is on screen in Windows Explorer

This gaming PC I have has always had a problem where if I'm in Windows Explorer and I'm scrolling in quick access, then move over to the files and use the wheel on the mouse, it physically moves the quick access side and not the file side where the cursor is. You have to click the area you want to scroll instead of it just scrolling where the cursor is. I've got a Windows 11 laptop, another Windows 11 PC at work, and a Windows PC here at home and none of them do that. Wherever the cursor is is where you're scrolling.

How about Settings | Bluetooth & Devices | Mouse, then look at "scroll inactive windows when hovering over them."
