How I change the disc cursor in Windows 10/11

I am wondering long time why is it so outdated and why I can't change that cursor in cursor settings. I finally decided to ask this question.
  1. Why I can't change that?
  2. Why that cursor looks outdated?
  3. Can I change it by using third-party software?

Thank you, but I didn't find any option that change this disc cursor in control panel, nor in settings. This cursor is may be hard-coded in Windows shell and can't be changed, or Microsoft simple forgot to add an option to change that. So, are there another options? Third party programs, or something else, to change this cursor, that I photographed?
