Hi
This might help people that has problems like me. The steps are simple:
1- Uninstall your thrid party security software then reboot
2- Make sure TPM enabled
3- Make sure all your drivers updated
4- Temporary remove all unnecessary startup apps
5- Use Windows 11 Installation Assistant from here
It will save you time as the update might fail first time so using this tool will save the downloaded version and just try to reinstall it again
6- After update installed go to system > storage > cleanup recommendations and select old windows files and press clean up
Now I see new strange partition FAT32 created

What is this ? and why they created this FAT32 system partition ?
