It really would have helped to have a decent description of the issue rather than a wall of largely meaningless text but here is my guess and it is purely a guess on how to proceed. I will add that I know absolutely nothing about snort so the following is based on how I would go about things were this a problem I had been asked to look at. YMMV!

So looking through the wall of text we see the following:



First question - have you looked at the file 'README.ftptelnet' or is that the wall of text included in the OP?

Second question - have you looked at the snort.conf file and checked line 331? That is where the error message is saying the problem lies so does it have a stray '}' contained within it (which is what the error message states to be the problem) when you compare it to other lines of similar config? Also does the config look right when compared to the examples in the attached pdf on page 87? The relevant parts to compare against I think would be 'Example Telnet Configuration' or 'Example IP Specific FTP Server Configuration' but again that's a guess based on what I have to work with.

That is where I would start so check those out and see how things look.

It says line 331 at the top and also in your code say yeah I looked at Line 331

so far the file attached isn't much help. i changed FTP / Telnet to FTPTelnet and same error so i went back to the default

Line 331 does not mean exactly line 331 as comments, blank lines are usually not included.
It sure would help to include the .conf file.
