I cannot open the Windows Update tab in Settings app (no error, simply see the first page of Settings) and Windows Update Manager reports system error when checking for updates.

Why would you think pc is infected?

More likely some system corruption.

Run following from an admin command prompt:

Code: 
sfc /scannow

If that fails, try a repair ugrade.
