You really should be on 22H2 in order for win updates to work properly.
To that end you could try the steps here: How to upgrade to Windows 11 22H2

Are you using any third-party AV? If so disable it and see if the update installs

And if you have time, please work on filling out your system specs.

Okay I will try moving to 22H2 and see whether that is going to help.
No I'm not using any third party antivirus.

One item I failed to mention is to see if the update to 22H2 is sitting in windows update waiting for an install, it might be there on the main updates page.

No it is not sitting on the main update page.
