On my Win 10 PC on start-up there is a numeric keypad underneath the input window for PIN, is there a way to make this appear on my Win 11 laptop on start-up

There is also a setting to show the onscreen keyboard when no physical keyboard is detected. I think you can make it to always open even if you have a physical keyboard, but then it might be annoying.

The setting shows in @antspants link.
In settings, Accounts, sign-in options, additional settings, turn off "For improved security, only allow Windows Hello sign-in for Microsoft accounts on this device".
