Came up with a work around...
At Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Common\ExperimentConfigs\ExternalFeatureOverrides
in the respective sub-key, Excel or Word, etc...
create a new String in the right pane named Microsoft.Office.UXPlatform.FluentSVRefresh and set it's Value to false
