Layout.ini is missing in my Prefetch folder

Hi,
I noticed that in windows\prefetch there is no longer the layout.ini file and it is no longer created even using "Rundll32.exe advapi32.dll,ProcessIdleTasks"
It may be because I moved the collection folders to C:/ SSD to another D:/HDD?
