Mouse cursor movement is not smooth

I've had a problem with this PC since I got it over a year ago. I've tried three different mice and with all of them, the cursor movement across the screen is not smooth. It jumps around and sticks. It's very hard to put it in a specific place on the first try. Usually it takes me several attempts to select something. How can I fix it?

Mine sometimes picks up gunk from the mouse pad onto the pads on the bottom of it.

There is no Hard Drive plugged in. This is my gaming pc. The only things plugged in are the mouse and the keyboard.

Yeah I don't think any of those would apply. The only thing I could add is that it seems worse in a browser or in a game app like Xbox. Just on the regular desktop it isn't that bad.

I've got about 10 different Logitech wireless mice that will do that if pluggged into a usb powered hub. As long as they are plugged directly into one of the usb ports on my PC they're fine. They will also work fine on a plain old unpowered usb hub After trying different hubs, I determined all the erratic stuff was being caused by interference from the power on the powered hub into the wireless receiver.

It's plugged into the tower. No obstructions. The mouse is maybe 3 ft away from the tower.

The mouse dongle is plugged into the back of the tower along side the keyboard dongle. The keyboard has never worked on USB since I got it last year with the tower. I have to use bluetooth for it which is a pain since it's constantly going to sleep. I do have one USB port on the front of the tower. I think I'm going to try to plug the mouse dongle in there to see if it makes a difference. If it works there, then try the keyboard on the front port, and if that works then something must be wrong with those rear USB ports.

Mines only has the issue on a notebook and this is a external USB mouse is when the CPU Usage goes up or the CPU is thermal throttling like the last few days when the outside temperatures were nearly 100F.
