Recently, my mouse has started responding to fast. That is, a single click on a Desktop icon should highlight the icon. It opens the app with a single click. Not always - if I can discipline myself and concentrate on a FAST click, the icon is highlighted - most of the time. Even then, single clicks will open apps or open emails, or open close apps. Take, for example, Excel. I have it minimized on the Taskbar. Frequently, a single click will result in Excel Maximizing and, instantly Minimizing again.
I've been to Control Panel>Mouse Settings and have 'Double Click' Speed almost as far to "Slow' as I can get it.
