I have just setup Windows 11 Enterprise LTSC 2024 everything is setup properly
anyway just incase anyone else runs into this problem
there's no quick action for wifi it turns out WLAN AutoConfig is failing to start due to depending on WinHTTP Web Proxy Auto-Discovery Service
the easiest fix is to just remove the dependency then reboot
